School Administration

Bill Howard, Principal
Principal Bill Howard

Hello! I’m Bill Howard, and I’m proud to serve as the Principal of Glennwood Elementary School. I bring over 18 years of experience in education—as a teacher, school administrator, and district leader—and I’m passionate about the foundational role early learning plays in a child’s development.

Originally from Illinois, I recently relocated to Georgia and feel incredibly fortunate to have joined the Glennwood community. My leadership journey began as a high school Dean of Students, and over time I found my true calling in elementary education. I’ve served as both Assistant Principal and Principal for several years, where I focused on building strong, inclusive school cultures, supporting academic growth, and implementing positive behavior systems like PBIS.

Most recently, I worked as a District Fine Arts Coordinator supporting 20 schools, where I helped lead instructional initiatives and build partnerships that enriched student learning through the arts. Outside of education, I’m also passionate about community service—I spent several years serving on the Board of Directors for my local animal shelter, including time as Board President.

When I’m not at school, I love spending time outdoors—whether that’s working in the yard, getting out on the water with my paddleboard, or finding some quiet time on the yoga mat.

I’m thrilled to be a part of the Glennwood Crew and look forward to getting to know our students, staff, and families as we work together to make learning take flight!

Jill Tolsma, Instructional Coach
Jill Tolsma
  • As the Instructional Coach at Glennwood, I wear many hats. In addition to supporting students, I facilitate professional development and act as a thought partner for our teachers and staff. I also provide support and resources through co-teaching, co-planning, and modeling lessons. I've been privileged to support the school-level equity initiatives in our district, which are crucial to our students' future and their development as global, ethical citizens.
  • This is my 22nd year in education and my 19th year in Decatur. Prior to becoming an instructional coach, I was a classroom teacher, early intervention teacher, and MTSS coordinator at several K-2 schools in the district. I graduated with an Elementary Education degree from the University of Georgia and received my Master's degree in Multicultural Education from the University of Washington.

While not a true Atlanta native, I have lived here most of my life. I love podcasts, organizing stuff, and national parks. I also love spaghetti, cats, and dogs, but not together. I have a 13-year-old daughter who currently attends Beacon Hill Middle School and a decades-old husband who attends Atlanta United games far too frequently.

I'm thrilled to serve the Glennwood community as your School Manager! I've been a part of Glennwood since 2014, including my time as a Kindergarten Paraprofessional.

My extensive customer service background, honed during 20 years as a flight attendant for Delta Air Lines, has prepared me to support our students, families, and staff with dedication. I'm a proud graduate of the University of Georgia and a mom to two wonderful daughters.
